The Study On The Stakeholders Participating In Land Requisition Compensation Standard-setting

With the accelerating development of Industrialization and Urbanization, the demand for land gradually increase and land resources become more and more scarce, which will inevitably lead to convert rural lands to urban lands. It leads to endless conflicts in various areas because of land requisition compensation. Among them, the unreasonable land acquisition compensation standard often violates farmers' legitimate land property rights and interests. In this paper, It will take the stakeholders participating in land requisition compensation standard-setting in Anhui Province for example with the study method combining use of theoretical research and practical research and discuss their participation in detail basing on practical research. The study finds:1. Because the main stakeholders can not effectively participate in land requisition compensation standard-setting, land requisition compensation standard is out of touch with reality, the specific is:2. When the central government participates in the land requisition compensation standard-setting, Representatives of the people can't exactly express the interests of farmers, not understanding of the real needs of farmers.3. Due to the existence of benefit game, Both Local governments and farmers in reality usually show a relationship between Enforcement and to resist achieving a balance.4. In the real world, Peasants can not effectively ask for the demands and their own interests because of the lack of information acquisition and their abilities, leading to their ineffective participation in land requisition compensation standard-setting.
