A Study On The Carrying Capacity Of Marine Resources And Environment To Economic Development In Bohai Rim Region

As the new concept goes that 21^st century is the century of ocean, China undeviatingly sticks to implementing the strategy of marine economy sustainable development.And in The 11^th 5-Year Plan's outline for the Development of Chinese Domestic Economy and Society,special sections and paragraphs were proposed,discussing about the strategic plan of marine development.With the great growth of marine economy, however,current marine resources and environment are facing to a predatory exploration and a severe contamination,which can be seemed as an overloaded status.As the increasing of population and advancing of urbanization,shortage of marine resources,coastal contamination and damaged ecosystem have become the most restrictive factors for current and future marine economy development.Therefore,developing the research on the carrying capacity of marine resources and implementing the strategy of marine sustainable development have been the most important and urgent work to be done.Marine carrying capacity can be defined as in a certain period, according to the principle of sustainable utilization of marine resources without damaging the ecosystem and current material living level,the capacity or limit of ocean that can carry the harmonious development of population,environment and social economy through the self-adjusting and self-supporting.Marine carrying capacity is a quantitative index that reflects the sustainable development between human and ocean.It is one of the most important criteria that judge the level of sustainable development.This paper firstly reviews current research on marine resource carrying capacity home and abroad,and explains special problems and technical methods.And then more attention are paid on studying the pressure between Bohai coastal marine environment and ecosystem and social economic development,evaluating the value of Bohai marine resources and environment,researching on the demands of marine resources to Bohai Rim Region's economy from the aspects of population,urbanization and marine industrial development.Finally, countermeasures are proposed on maintaining the sustainable capacity of Bohai resources,establishing administrative policies and surveillance mechanism for Bohai resources,adjusting marine industrial structure and promoting reasonable population flow.
