Resources and Environment Carrying Capacity is an important basis for region sustainable development.All of the region development is in the limit of region carrying capacity.Otherwise,region development will be unsustainable.Nowadays, How to handle the relationship between resources and population,environment and sustainable economic development,become the regional issue of common concern as well as research on the scientific community.Due to the natural environment and ecological vulnerability,combined with the development of long-term unreasonable, Gansu Longnan was in a decline in the quality of the ecological environment, socio-economic development of long-term backward.The 5.12 Earthquake aggravates the deterioration of local resources and the environment.In view of the Longnan's present development situation,analysis of carrying capacity of resources has important theoretical and practical significance capacity for supportting economic development,and post-disaster reconstructionToday,Post-disaster reconstruction is the most important task.Longnan's geographical environment is a very complex mountain region.Because of many problems in the past development,Socio-economic development was subject to constraints.During the reconstruction process,we must reflect on the issues,and explore the real choice for their own development.This study first reviews the research on domestic and foreign carrying capacity of resources,focusing on an analysis of the theory of evolution of the carrying capacity of resources,assessment,research methods,and so on.Then,with reality,the article determines the evaluation and research framework of the resource carrying capacity. Firstly,taking different regions as comparison regions,using methods of relative carrying capacity of resources,Carrying capacity of resources of Longnan area have been calculated from 1998 to 2007.The conclusions were drawn:①The contribution of land resources to the synthetic carrying capacity was much greater than the economic resource in Longnan and countries in Longnan prefecture.②During the ten years,the synthetic carrying capacity of Longnan was increasing, but it was still over-loading;and the synthetic overload had a downward trend.③Synthetic carrying capacity was different among countries in Longnan,the synthetic carrying capacity of Wudu,Wenxian,Dangchang,Xihe and so on had been the state of over load heavily from 1998 to 2007;and the synthetic carrying capacity of Chenxian,Huixian had been the state of relative enough from 1998 to 2007.④Combining of the human development index,Chenxian,Huixian,Liangdang,were proposed as development areas for the population.Kangxian,Lixian,were stability for the population of the district.Others were restricted zones of population development.Secondly,the article analyzes the capacity of land resources,conclusions were drawn:①Land resources are limited,its spatial distribution is unbalanced with population's distribution.②Looking at per capita food consumption,with the past decade,Wudu,Dangchang, Kangxian,Wenxian,Xihe,Lixian were Overloading.Wudu,Lixian were severe overloading.Chengxian,Liangdang,Huixian was in the state of relative enough. Chenxian,Huixian have relatively large surplus of space.Then,analyzing Longnan ecological carrying capacity by ecological footprint method, it shows the eco-space of Longnan is not enough.Arable Land,grassland,and construction of fossil fuels were running overload.Woodland has ample room.To deal with Longnan's ecological problems,article raises countermeasures and suggestions.Finally,to achieve sustainable development,the article raising that we should make security as a concept,and throughout the whole Process of post-disaster reconstruction.Then the article proposes some constructive soluctions to Longnan's urban development,Post-disaster reconstruction and Sustainable development.
