Research On Mechanism Of Payment For Grassland Ecosystem Services

Grassland is the largest land ecosystem in china,which takes a irreplaceable role in water conservation ,soil erosion control , climate regulation , winds check and sand control , biodiversity conservation etc . At the same time, grassland, forests, arable land and sea, are all of critical strategic resource in our country. Unfortunately, there are more than 90% of grassland having deteriorated in different degrees which due to natural effect and human activity, it threaten ecology safe of our country seriously. Therefore, in order to strengthen ecology construction of grassland, we should establish the long term effective mechanism of payment of grassland ecosystem being into play ecological serving function of grassland plenty, which plays critical role in national ecological safety.This thesis construct original framework of mechanism of payment of grassland ecosystem which build in research achievement in which value of grassland service function and based on theories such as public goods theory, externality theory and theory of sustainable development. Further, as evidence of main achievement of this thesis, I studied have been implanting project of protection of the ecological system of grassland where Xilinhot district. In this case, first step, I summarize the background and the defects of action of protection and reconstruction of ecosystem which carry out in Xilinhot district such as"Returning Grazing-Growing project". In advance, I define objective and subjective of payment that derivate from constructor and beneficiaries. In same time, I propose criteria of payment which conclude from cost reimbursement of constructor, and use binary model determine herdsman favorite form of straight payment. At last, the article proposed a politics which ensure protection project success.
