Inner Mongolia Grassland Ecological Protection Subsidy Incentives Effects Evaluation

Grassland is the largest terrestrial ecosystems, it is not only the ecological security barrier for northern regions, but also the material basis for survival and development of herdsman, it plays an important role in China’s national economic development and ecological environment protection. Grassland ecological protection subside incentives policies is an strategic decision to improve the state of deterioration of grassland ecological environment trends and to promote economic development in pastoral areas (Hereinafter referred to as the grassland ecology premium policy).The policy goes as that the Beneficiaries of grassland resources pay a fee to the prairie conservationists, namely to compensate in certain technical or financial ways to those herders who have suffered losses of grassland ecological, so that the pastoral livelihoods can be developed on the basis of realization of grassland ecological protection. Implementation of this policy is not only conducive to the grassland ecological security protection and rational utilization of resources, but also brings the great significance to the economic development of the country and pastoral areas.The first round of Grassland ecological protection grants incentives policies, which in the implementation period (2011-2015) has been finished, a systematic assessment of grassland ecological premium policy has an important effect to consummate the next round of subsidy policy. This article is based on the background of great importance attached from the country to protect grassland ecology and full implementation for grassland eco-premium policy, summarized the grassland ecological compensation policy and performance evaluation of grassland ecological construction projects in both domestic and abroad. We will put the grassland ecological policy of Ewenke district in Hulun Buir City in Inner Mongolia as the sample, take a random sampling method to conduct research of herdsman, make comparation based on for historical data of last few years, assessed from the effects to the herdsman income, behavior after the policy, and ecological, economic and social effects which brought from the policy.Certain the effectiveness since the obtaining implementation of the policy and analyze the problems during the process of project, to expect a certain significance on smoothly work of grassland ecological protection and improve grassland ecology award and subsidy policy.
