Study On The Assessment Of Implementation Of County General Land Use Planning

With the economy and society development, the process of industrialization and urbanization speeding up continuously, the problem of land utilization is paid more attention. As an important macro-control measure, the general land use planning is of great significance to coordinating the human-land relationship, mitigating the land utilization contradiction, and promoting the economic and social. sustainable development The last general land use planning played an important role in the land management from 1997, but there is a lot of new situations and problems during the process of the implementation. Under this background, the third general land use planning is being carried out throughout country in china. The key of plan is making and the important point is implementation. In the new general land use planning, the Ministry of Land and Resources specifically requires that the evaluation of general land use planning implementation be carried out. The evaluation of general land use planning implementation is an important step of the Land utilization management. First it can help us find the problem of establishment and implementation in the last general land use planning, and it is the guidance and reference to the next general land use planning revision, which plays an important and irreplaceable role as a link past and future.On the other hand, it enriches and improves the theory and method system of the land use planning and promotes the land science development. As a new research topic, there are a lot of problems that need to be explored and researched.On the basis of the systematicly analysis about the general land use planning, Lulong as a study area, this paper analyzes the present situation and the change of land use,combining the situation of last plan implementation and date of land use as well as the measure of Comparison AHP and Factor analysis.It judges the implementation situations and goal achievement of last general plan, and it also selects indicators and establishes the evaluation system. Finally the paper carries a research of evaluation on general land use planning implementation, which gets the main conclusions as followed :(1) Analysis on present situation of land use. Land utilization in Lulong county is dominated by farmland which is accounted for 68.85% in the whole county , and cultivated land is accounted for 61.77% in the farmland, per-man cultivated land area is 1.45 mu. Garden plot area in the whole county land is 9.34% which is distributed in different towns, mostly in Shimen town, Mujing town,Gebo town and so on.Forest land is accounted for 10.72% which is mostly distributed in Liutiangezhuang town,Yanheying town, Panzhuan town and so on. Constructive land area is accounted for 11.60% in the whole county land, in which towns and industrial land area is accounted for 91.58%. Unutilized land is accounted for 19.55%.It is mainly wasted grassland ,which is occupied by 77.82%, Water surface of river and beach.(2) Comparatively discuss the situation of land utilization changes. The farmland is reduced by 1124.01hm2 and 1.17percent down.It is related to non-farming construction land expansion and agricultural structure adjustment which is brought by economic growth and social development. Garden plots area is stabled generally, but there are two large increase between 1999 and 2000 and between 2005 and 2006.because During that period wine industry was greatly developed and wine grapy planting scale was enlarged, making garden plot increasing significantly. There is no significant changes of forest land between 1996 and 2002.But during 1996 and 2006 there are successively small increases and largely decreased trend respectively(3) Analysis the implementation of planning targets and the objectives of planning. The gap between Present situation of land utilization of Lulong County in 2006 and planning targets is large,even some is uneven.In 2006 the amount of cultivated,gardenland and woodland are respectively achived 4.73%,83.48% and 47.15% of those targets; the amount of Reversed cultivated land is achieved 95.45% of the objective,and protection of basic farmland is in good condition; added cultivated land achieves the 67.63% of goal,which developing and reclaiming and compiling land indicators respectively 71.75% and 193.63%; reduction of cultivated land is beyond the control index several times,which construction occupied 617.79 hm2, 93.32% for its targets, close to the target controlling quantity. The amount of Construction land in 2006 is 75.16% of 2010-planning goal, while new construction land indicators achieves 83.13% of planning, which does not exceed the planning targets. The last round of planning has played a role in controlling the amount of new construction, limiting the use of cultivated for non-agricultural construction and protecting the cultivated land.(4) Evaluation the achievement benefits of last round planning. The Comprehensive implementation benefits score of Lulong county land use planning in 2004 and 2006 are integrated "excellent" level while 1996,1998,2000 and 2002 are in the "good" level .It is shown that the implementation of Lulong county general land use planning are good and the plan has played an important role. The Comprehensive Benefits scores during 1996-2006 increased significantly and economic value and social value is also increasing year by year. But it is not optimistic that the eco-efficiency scores is decreasing. Through in-depth analysis,we found there are a number of issues in the last round of planning and implementation. At last,we made some recommendations to guide the new round of planning revision.
