Leisure tourism has been a new hotspot of tourism with its characteristic that pays more attention to tourists' feelings. On one hand, leisure tourism supplies people with body and mind relaxation carriers. On the other hand, it can promote the adjustment of industrial structure of tourism industry and improve the living environment of local community. Therefore, it has become an emerging tourism form that many areas advocate positively. Heilongjiang province has a large variety of natural and human landscapes, which has advantaged resources to develop leisure tourism. However, many of the traditional tourism products have been in their life cycle of mature stage. Therefore, the substitute products should be find out before the decline phase of them, so as to keep the tourism economy develop sustainable. To develop leisure tourism can not only meet the consumption psychology of seeking new thoughts of tourists and improve the tourism utility level of the tourists to the greatest extent, but also make use of the infrastructure available of the tourism destination to bring a new vitality in to the tourism industry of Heilongjiang province without more input, so as to become the best connect products.Therefore, this paper starts from the coal of leisure tourism development, which is leisure tourism product, according to the review and summary of the studies related leisure tourism home and abroad, first, it introduces the theory of three elements of leisure, resource advantage theory, game theory, product life cycle theory and tourism experience as its theoretical bases, and defines the leisure tourism product. Second, it analyzes the development status of leisure tourism industry, which includes leisure tourism classification, market needs of leisure tourism, problems caused by the products development and so on. Third, it investigates the development of the leisure tourism product potentiality in Heilongjiang province, which includes building the conditions of leisure tourism resources development model by AHP, analyzing the relationship among the related interest subjects in the leisure market by game theory, and analyzing the development prospect of the leisure tourism products by ASEB. Based on the analysis and research above, this paper rebuilds the development system in leisure tourism product of Heilongjiang province, based on the product life cycle theory to classify the leisure tourism product of Heilongjiang province into maturity, growth stage and introduction stage, and designs the development thought separately. Finally, this paper proposes the development strategies, those are, basing on resources exploitation, taking the marketing as the core, meeting the tourist need, developing variety, determining the participation level of the government by the product type, strengthening the regional cooperation, and using experience marketing strategy. Leisure tourism will be the main trend of tourism development in the future. This paper studies the development system of leisure tourism product in Heilongjiang province, which hopes to give some advice to the development of the future tourism product and the sustainable development of the tourism industry in Heilongjiang province.
