In the objective system of the project management,quality,progress and cost are important goals.In this paper,the cost objective and progress objective are under a prerequisite of the quality objective,through appropriate planning and controlling,so that we can achieve the best implementation results of the project activities,and ultimately achieve the cost goal and progress goal.But the important mean to achieve these goals is to coordinate and control the cost and progress.At present,the Earned Value Management is the most effective control method to coordinate the progress and cost of the project,which reversed the mutual isolation situation of the previous project's cost and progress controlling.Now,the cost and progress controlling is working in a model.As a result of the application of Earned Value Management to coordinate cost and progress,it needs the preparation of a scientific project construction schedule as the base plan,therefore,the author of this article also studies how to determine optimal project construction schedule under the resource allocation limit.In studying how to determine the optimal plan of the project progress,this paper presents a multiobjective optimization model.The model enables construction planners to generate and evaluate optimal construction plans that minimize project duration and maximize crew work continuity,simultaneously.The computations in the present model are organized in three major parts:the initial plan module,optimization module,and ranking.First,the initial plan module uses a resource-driven scheduling algorithm to develop practical schedules for construction projects and get the period and the breaking time of each plan.Second,the optimization module utilizes multiobjective genetic algorithms to search for and identify feasible construction plans that establish optimal tradeoffs between project duration and crew work continuity.Third,the ranking part uses multiattribute utility theory to rank the generated plans in order to facilitate the selection and execution of the best overall plan for the project being considered.In determining the optimal schedule of the project construction,we use Earned Value Management to coordination and Control the cost and progress of the scheme's implementation.In this paper,we use the cost and progress of deviation indicators and performance evaluation index to joint monitor project cost if it saves or overruns, schedule in advance or delay.We also use prediction indicators to predict the project performance in the future and to propose some corrective measures.An application example is analyzed to illustrate the whole process of coordination and control of project cost and progress.
