Research On The Social Security Problem Of Villagers In The "Village In City" In Xi'an

With the continuous development of urbanization,the problem of "village in city" is increasingly exposed.Among of them,the social security of villager has become to focal point concern.The villagers has lost their land,as a result of lost land,they lost their corresponding rights and interests,Thus faced with the life,employment and social security and other issues.If these problems if not handled properly,it will be easily lead to social conflicts,impact on urban development and social stability.So,Pressing need to bring villagers in "village in city" into the social security system.This paper based on previous studies,through the analysis of the status quo social security of "village in city",find out the problem of social security of "village in city", and put forward a new social security system of "village in city".However,the establishments of new social security system need to solve two important factors, national policies and funding factors.First,through the analysis of national policies, find that the existing systems of household registration system and land policy are keys factors which impact on the establishments of new social security,it is necessary to carry out reform which can ensure the establishments of new social security smoothly. Second.At up to raise funds,through an analysis of fund raising capacity of the state, collective and the individual,drawn based on the realities of the tripartite,they are not adequate to accomplish as the main source of social security funds,it is necessary to combination of land reform measures,explore new ways of funding sources,Made to existing land operator as the main source of social security funds,governments and individuals co-financing sources of funding model.Finally,based on resolving the problem of system and funding issues,the new social security system of "village in city" can be set up.
