| The recycling of renewable resources is an important worldwide strategic measure to develop economy and protect environment. As an important area of circular economy in China, Miluo County is one of the pilot bases. Having established the socialized renewable resources recycling system, the processing and utilization system and the waste material innoxious treatment system, Miluo County has achieved great economic, social and environmental benefit. To develop the recycling resources industry during the Eleventh Five-Year, Miluo County has to focus on the problems of "decentralized management, loose administration and low degree of industrialization" , improve the legal system of renewable resources recycling and make a development strategy by unifying technological development system, innovation network system, policy support system and administration service system together.The writer begins with analyzing the present development status of renewable resources recycling in Miluo County, studies the problems in recycling and legal regulation, then points out the weakness in administration system and legalization and finally proposes to improve the recycling legalization in Milou County by learning from abroad advanced experiences. The writer argues that much has to be done before legal system could be constructed, such as uniting government guidance and market promotion, establishing appropriate guidelines of legislation, improving normative documents and following some major principles:unified economic and environment benefit principle, polluter pays' principle, principle of public participation. Specific legal systems include planning system of recycling, environment deposit system, market access system, government green purchase system, extended producer responsibility system, fund and policy support system. |
