Evaluation and Decision-making for Complex Product Design Schemes (EDCPDS) is a problem of multi-parameters,multi-levels and multi-attributes. At same time, it is also a task need to be solved with multidisciplinary team cooperated with others, which is regarded as the core idea of the Evaluation and Decision-making System for Complex Product Design Schemes (DEDSS). When the Distributed Internet information platform is established, evaluation product information can be distributed; expert's comment can be collected, which make evaluation and decision-making on complex product design schemes more timesaving, convenient, accurate and reliable. In this paper, around above problem and the theory is applied to practice, the development of the DEDSS are researched.At first, based on the theory of Simulation Based Acquisition (SBA), a SBA-Oriented evaluation and decision-making index modeling idea is studied, extensive researches on EDCPDS were carried on the aspect of single process and entire process of the SBA. Multi-levels evaluation and decision-making index architecture can be realized with human-computer interaction.Depend on the analyze of the Multi-attribute Group Decision-making Based on the theory of Intuitionistic Fuzzy Sets (IFS), background of EDCPDS, comprehensive evaluation and decision-making algorithm combined with TOPSIS and Grey correlative degree in the environment of IFS is studied, a new method based on the fuzzy group consistency degree under in the environment of IFS is proposed, which provide a tool for DEDSS.The demands of the DEDSS and the procedure of the evaluation and decision-making is analyzed, a three-tier DEDSS architecture under Browser/server construction is built. Every level's partition reasons and functions are introduced.A demo system of DEDSS is realized with the techniques of ASP.NET 2.0 applied. A practice complex product design schemes evaluation and decision object is operated in the system, which verified the system can supply support for EDCPDS.
