Tour guides are the professional and technical personnel who can use specialized knowledge and skills, and travel services to support to tourists. As the main reception in the work of travel agent and the axis of travel services, tour guides play a pivotal role in the development of tourism industry of China. However, in contemporary society, tour guides' legal income is very low; it is difficult for them to ensure their basic living. Moreover, their compensation can not be same as their process of mental and physical inputs. This situation led to the tour guides not only reduce the enthusiasm to their jobs, but also decline the quality of service. In addition, they have to persuade visitors to get the rebate which have seriously affected the healthy development of China's tourism industry.This essay makes good use of Efficiency Wage Theory, Sharing Wage Theory, Human Capital Investment Wage Theory and Equity Theory to research and design tour guides' current system of benefit packages. Firstly, this essay use all relevant dates to research the current average income of our tour guides as well as the constitution of salary to find out problems. They are researched from the view of tour guides, travel agencies and tourist. To solve these problems, this paper not only carried out innovative designs to guides' salary, but also setting certain goals to the solutions of the issue. Design elements including the design of the basic salary, bonus design, commission design, and design of tips and benefits. Through the design of the basic salary, introduce a variety of tour guides' elements to reflect the human capital investment and the mental and physical inputs. These inputs can not only be compensated through base salary, but also guarantee the guides' basic income. Combined bonus design with integral card can not only encourage better services, but also punish the non-standard work. In addition, the commission design can terminate the tour guides getting kickbacks. Moreover, Tip design can not only enhance the visitors' supervision of the service quality to tour guides, but also increased their enthusiasm for the work. Benefits design can help tour guides seem their career as a sense of honor and professional security career. At last, this easy introduces a case to describe the design of specific implementation.
