The Research On Evaluation Indexes System Of Science And Technology Achievements Transformation In Chongqing

The science and technology is the first productivity, but is only one kind of latent productivity. To make it really active, the transformation of science and technology achievements is a key step. A national or local economy development mainly depends on science and technology and the transforming efficiency of the scientific and technical achievements. It is evident that the scientific and technical achievements transforming rate in our country has been considerably low when comparing with that in the developed country. Chongqing is situated at western area of China, its economy development is comparably slow, but its technology development is comparably fast, many scientific and technical achievements have prospect of both industrialization and marketability. Research on appraising the scientific and technical achievements transformation in Chongqing can effectively promote it, and thus accelerate Chongqing economy development.On the ground of the general situation of China's scientific and technological achievements, this paper studies both theories of technological innovation, technology transfer, technology diffusion and the theory of product and research co-operation. Following holistic, dynamic, layered and integrated principles, the author builds evaluation index systems of science and technology achievements transformation for enterprise, university and research institutions in Chongqing, respectively.The evaluation index system of scientific and technological achievements transformation in Congqing is a complicated hierarchy consisting of a number of indexes; relative weight of different levels of which the evaluation index is obviously uncertain, and thus the fuzzy mathematical thought is useful for doing it. By means of the fuzzy comprehensive evaluation method, an evaluation model has been established, the data been processed and some results been obtained. The Analytical Hierarchy Process (AHP) was proposed by American TL Satty, and is an effective method which can make quantitative analysis of variables. AHP can divide the complex decision-making system into many levels, and then layer by layer compare the importance of associated factors so as to obtain quantitative results for further provide a basis for analysis and decision-making. In this paper, the evaluation index systems constitute a hierarchy; the various levels of the evaluation index of the relative weight are resolved and treated quantitatively by using the analytic hierarchy process. As a result, the weight of each index at the grass-roots level and the results of its evaluation are determined as well as weight and evaluation of results of every level index, and on the basis of these, the results of the final comprehensive evaluation are obtained.The survey data of Chongqing enterprises, universities and research institutions shows that, the registered number of scientific and technological achievements in Chongqing have been increasing from the 2003-2006, and this increasing rate has maintained relatively stable. In 2007, it also shows a rapid development, especially, among them the applications account up to 70% of the total, and the number of those achievements that have created economy effects has reached more than 80% of the applications. However, it should be noted that a lot of problems during the process of scientific and technological achievements transformation still exist in enterprises, universities and research institutions of Chongqing, which should be paid more attention by the relevant government departments.Finally, this paper analyses the results of the evaluation, summarizes the current conditions of scientific and technological achievements transformation of enterprises, universities and research institutions in Chongqing and points out its relevant fundamental problems. Some corresponding countermeasures and suggestions have also been given.
