The complication of the external environment and the fierce competition in the telecommunication market request telecom operators adjust their management strategy in time. Then finding out the problems existed in the companies becomes the key point of strategy transformation. With its theory improving by the time, comprehensive evaluating methods are used in almost every industry. Unfortunately the telecommunication industry has been lack of a scientific comprehensive evaluating method with a feasible measure for along time. On 7th April 2006, the office of state-run assets committee issued "The Management of Comprehensive Performance Evaluating of the State-owned Key Enterprise (provisional)", which gave a standard for management of comprehensive performance evaluating of the State-owned enterprises. As the domestic large-scale state-owned enterprise, that the telecommunication operator establishes a set of comprehensive evaluating system becomes more and more important and instancy.Balanced score card is a useful method, but it doesn't match the telecom enterprises very well. Otherwise, when doing comprehensive evaluating for branch companies, due to the different external environment and their scale, there will be some unfair and incomparable phenomenon for some performances evaluated. The results of evaluation are used to give a set of incentive measures which incent the evaluated company to improve its effort, so how to build a reasonable set of incentive measures becomes very important. This thesis starts form these questions, bases on the balanced score card concept, combined with the feature of telecom operators, establishes a comprehensive evaluating system, which can reflect the enterprise's degree of efforts and eliminate the different influence due to the environment different; and at the same time, suggests a set of incentive measures in order to reflect the different degree of efforts according to the result of comprehensive evaluating.The thesis improves primal comprehensive evaluating methods, improves some scoring methods, puts forward an effective solution to reflect the operator's degree of efforts, and suggests a reasonable set of incentive measures to improve performance and efforts, is useful for the telecom operators' comprehensive evaluating.
