How to deal with the economic crisis and maintain the stable and rapid economic development, also transform the mode of economic growth and promote the industrial structure optimization and upgrading are the focal points on the advances of national economy. As the engine of economy, the science and technology, especially the high-technology is a huge impetus for the economic development. Science and technology can't make progress without innovation, and also the science and technology can't promote the economy without the science and technology achievements transformation. For a very long period of time, our science and technology achievements transformation capacity has been considerably low when comparing with other developed countries. So the research on how to improve our science and technology achievements transformation capacity is very important.Jinan is the capital city of Shandong province, also it is one of the fifteen Sub-provincial cities in China, however, its science and technology achievements transformation capacity is lower then other advanced cities. The research on how to evaluate the science and technology achievements transformation capacity is significant for improving it.Firstly we review the research situation in both domestic and abroad research, study the definition, characteristics and also the transformation model, then we analyze the process of science and technology achievements transformation. After that, we build the science and technology achievements transformation system based on these results. Finally, we research the current situation of science and technology achievements transformation in industrial enterprises and carried on comparative study with other Sub-provincial cities.The paper is based on the research situation of science and technology achievements transformation in china, it select the industrial enterprises above designated size which is the pillar industry of the national economy as reference, arid combine with the current research achievements, then build the evaluation index system for evaluating the science and technology achievements transformation. This thesis also uses the principal component analysis to extract four principal components which if used to evaluate the science and technology achievements transformation capacity. The result shows that Jinan is in the middle position among the fifteen Sub-provincial cities related to the science and technology achievements transformation capacity in industrial enterprises, and there is certain gap between Jinan and other Sub-provincial cities.Ultimately, the paper gives six pieces of advice to improve the science and technology achievements transformation capacity, including Strenthenging the association between the enterprises and government, perfecting the transformation institutions, reinforcing the protection of the law, stringing the incentive system and so force, which Provides a reference for decision-makers.
