It is the main objective of modern Logistics that providing the best service to users with the smallest cost. With the development of logistics, logistics environment has been resolved on regional constraints, but lack of using system optimization view to take it. Relying on the overall distribution network deployment, the paper have done further research on facility location, optimal scheduling of vehicles and vehicle load capacity which belong to the positioning rationing, so that the logistics system is better and more efficient.First, set up a distribution center location model based on bi-level programming. By introducing the traffic costs from manufacturers to distribution center and the time constraints of customers to consider a non-fully loaded vehicle route selection problem. The model is used to determine the quantity of distribution center in the condition of minimized total costs and the supply/demand relationship between distribution center and customer so that meet the distribution centers and customers interests, last through examples carried out the effectiveness analysis .Second, established a generalized cost function distribution center location model based on bi-level programming. From the Logistics Integrated System point of view, it considers the relevant factors about the logistics distribution Center. The upper function describes the principle of balance of broad-based cost function. That is the cost that the factors make to supply the customers is equal. And its cost is less than and equal to the cost of closed distribution centers. The lower function describes to schedule vehicle routing and determine customers order quantities. Realize the logistics of time efficiency and space efficiency, achieve the logistics of efficient, fast and on time delivery .Finally, an example is given to illustrate the efficiency of the above models and methods.Then, built a closed-loop supply chain of distribution center location model which analysis the forward logistics and reverse logistics coordination issue, general to consider the process of the integration facilities center. It provided a theoretical basis for logistics systems research on optimize the coordination of decision-making. Combined with practical problems to test the Feasibility of the model.Finally, distribution network of tobacco companies in Chongqing as the background, select the 18 districts of Chongqing as an example. Analyzed the distribution center site selection process, put forward the improved program of questions, optimize the delivery route. The results showed that the method has good feasibility and operability, it provided a theoretical basis for logistics and distribution business.
