Research On The Agricultural Technology Extension Service Efficiency And Influences Of Scientific Special Commissioners In XPCC

As a pillar and competitive industry in the Production and construction corps, agricultureindustry made great contributions to the economic and social development of the corps. Promotionand the transformation of agricultural science and technology is the necessary way of agriculturalmodernization. In recent years, scientific special commissioners system which developed rapidlyin our country has played a vital role in agricultural technology extension service of the corps. It isthe important system of agricultural modernization development in the corps. It effectively raiseedthe level of agricultural science and technology and has significant economic and social benefits.In response to the national policy on scientific special commissioners system, from2002, thecorps began to start pilot work, it has been ten years. This system is gradually developing in thecorps, so we hope that, through to the research on the agricultural technology extension serviceefficiency and influences of scientific special commissioners in the corps, we can find the reasonsfor the low efficiency. And take the reasons as a guide, make a targeted policy to improve theefficiency, then we can improve promote the service ability of scientific special commissioners inthe corps.Based on the concrete analysis of service system and typical patterns for popularizingagricultural science and technology in the corps, we made a systematic discussion about presentsituation, features, management system and operational mechanism of scientific specialcommissioners in the corps. We choose386scientific special commissioners agriculturalextension projects, take promotion of funding, the numbers of extension workers and promotion,the promotion of personnel number and promotion time as input variables, and direct economicbenefit as output variables, we use DEA-BCC model to measure the agricultural technologyextension service efficiency and influences of scientific special commissioners in the corps, andfound that the comprehensive technical efficiency is low, the ratio of input variable isunreasonable and underused, the model also gave out the reasonable input index ratio. To seek thespecific factors of the efficiency differences, the comprehensive technical efficiency of eachdecision-making unit as the dependent variable. The average years of schooling among thetechnology recipients, project level, whether to promote, project type, results type, the industry,the carrier of the promotion, the promotion mode, this eight indicators as independentvariables.We use Tobit model to makere a gression analysis and found the degre of influences:whether to promote> project type> the carrier of the promotion> the promotion mode> theaverage years of schooling among the technology recipients> project level> results type> theindustry, and analyzed the reasons in detail.Through the data analysis, it is concluded that: To improve agricultural technologyextension service efficiency of scientific special commissioners in the corps is contribute to agricultural science and technology achievements transformation; DEA-Tobit method canmeasure the agricultural technology extension service efficiency of scientific specialcommissioners and found that the key influencing factors; There’s some room for improvement toagricultural technology extension service efficiency of scientific special commissioners in thecorps; The market demand is the key influencing factor of agricultural technology extensionservice efficiency of scientific special commissioners in the corps; Different promotion carrier hasits advantages and disadvantages, we get this five conclusions. And we proposed sevencountermeasures and cuggestions, such as: To establish demand oriented service innovationsystem of scientific special commissioners; To strengthen the support of scientific specialcommissioners projectas in the corps; To perfect the management system and operationalmechanism of scientific special commissioners projectas in the corps; To innovate agriculturaltechnology extension service mode of scientific special commissioners; To enhance all thequalities of scientific special commissioners in the corps; To Strengthen various cooperationbetween the corps and sscientific research institutions and universities outside; Call on all sectorsof the community in the corps to promote agricultural science and technology promotion.
