| Since the 20th century, along with the gradual development of material civilization of mankind and the remarkable enhancement of the world productivity, the global economic scale has been expanded rapidly. But at the same time, the global population explosively grows, the gross population turned two, the natural resource has been overused, the contaminating material discharges massively, which have caused the global shortage of resources, the environmental pollution and the ecological damage, the agricultural development has been at the vicious circle condition:"seizing resources—producing agricultural production—wasting gas emissions—seizing the resources repeatedly".The agricultural circulation economy is the new agricultural development pattern, with concept of circular economy and the idea of sustainable development as its guide,"reduction, reuse and recycle"as its principle, saving resources and protecting environment as its major purpose. This mode of agricultural development lays emphasis on the circular utilization of resources by using the way of eco-engineering to finally realize the harmony and unification of economic, social and ecological benefits. To promote the development of circular economy of agriculture has become the common goal and pursuit of all the countries in the world.The Yanping area is the traditional farming district, is the biggest raising livestock aquatic product base in Fujian and the Fujian mother river--Minjiang River's source. Developing circular economy of agriculture is an actual need to promote industrial upgrading, improve the peasants'income and the agricultural benefits. It is also an inevitable choice to improve the development level of modern agriculture and adapt the development to the adjustment of agricultural structure in this new century and at this new time.The paper makes an analysis upon the necessary elements why circular economy of agriculture should be developed in Yanping District, puts forward the main promotion modes of the circular economy of agriculture in Yanping District and five major countermeasures: 1st, making industry policies; 2nd, carrying out the scheme for development; 3rd, building up the carrier to development; 4th, speeding up the promotion and application; 5th, intensifying centralized-planning and co-ordination, in the light of the concept of scientific development, with theory of eco-economy, circular economy, serial engineering and sustainable utilization as its guide, combining special-subject investigation and over-all investigation, demonstration study and theory study, qualitative analysis and quantitative analysis, using the method of serial analysis, method of example investigation and method of comparing analysis, on the basis of special-subject investigation and material/data collection, referring the modes and successful experience of the circular economy of agriculture at different regions at home and abroad, combining the current agricultural and rural development condition in Yanping District, taking 16 typical investigation results for example, makes serial expatiation and analysis upon the principles, functions and the promotion efficiency of the 10 major and technical modes like the mode of Pig-raising—Firedamp—Fruit,the compound mode of Agriculture—Forest—Animal husbandry,the mode of Ecological Planting,the mode of Ecological Animal-husbandry,the mode of Ecological Fishery,the mode of Comprehensively Developing Mountainous Agriculture,the mode of Facilities Agriculture,the mode of Circular Utilization of Agricultural Waste—Resources,the mode of Developing,Utilizing Regenerated Energy and Biologic Potential and so on that are implementing circular economy of agriculture in Yanping District.The paper focuses on the sustainable development of agriculture in Yanping District. It makes a study, in both the aspect of practice and theory, on optimized allocation of the agricultural productive elements and the major technical mode of the circular economy of agriculture. It scientifically, correctly and fully explores the countermeasures and thoughts to promote the development of circular economy of agriculture in the new situation in Yanping District, it helps more counterparts to pay attention to the transition of the modes of agricultural production increasing, to study the creation of the developing mode of agriculture, thus to improve the development of the circular economy of agriculture. It offers theoretical guide and practical experience for the construction of circular economy of agriculture at those areas whose ecological condition is similar to that in Yanping District. |
