With the fast development of civil aviation industry of China, the airline network has already taken shape. However, in view of the distribution of airports and the coverage of air routes, they are both relatively sparse in the west china region, and so the coordinated development of our civil aviation industry is restricted by these. In order for the benefit of air transport in the western region for a fairly long time , promote west development and consolidate national defense, the development of regional air transport is indispensable. A rational layout, scientific management, efficient operation of the airline network is strategic importance to promote the development of civil aviation industry. Therefore, a rational layout of the airline should be constructed in order to promote the rapid and coordinate development of Civil Aviation of China, during constructing the new airline network. In the paper, in view of the surface transportation limit question of he Inner Mongolia western area, combine with the scientific research item"the research on regional air transport development program for demonstration in the Inner Mongolia Autonomous west Region Alaskan League", at the base of the airline network can be optimized by constructing the dual goal of the lowest direct cost and the most flight frequency with the tool of operation research.Summarizing of Inner Mongolia Autonomous west Region Alaskan League'natural geographic condition, social & economic mode and current traffic situation firstly in this paper, the necessity and feasibility of development Civil Aviation in this region is pointed out. And then analyzing influencing factors of the Civil Aviation demand and selecting the representative ones, an aviation share ratio forecast model can be established applied to forecast. Finally, with studying the airline network design and considering enough for interests of airlines and passengers, the model of airline network planning is designed as Multi-objective optimization and genetic algorithms is used to solve this model, and the planning program of the airline network is put forward. So the problem of the airline network planning in the West of Inner Mongolia Autonomous Region is solved, meanwhile it can supply some reasonable decisions for other regions in the daily.
