Abnormal flight problem has always been one of the problems of Civil Aviation, which seriously restrict the development of Chinese civil aviation. In recent years, it has a great gap between demand of passenger and cargo transportation and the limited civil aviation resource including aircraft, crew resources, routes and airspace. The demands of passenger and cargo transportation far are not being met. It is an important and difficult problem how to reduce the occurrence of abnormal flight by organizing resources more fast and effective to maximize the benefit.With CDM mechanism coming into our country, it has got a wide attention. From the academic theory research to the development of software system about relevant decision support, coordinated release, approach and departure program, CDM has got a further promote. However, many problems has appeared and need for theory research and solve for applications.This paper is based on the basic theory, concept, mechanism, elements and algorithm of CDM, combined with traditional methods to analysis abnormal flight recovery strategy. For CDM, to analysis the roles of three major players (ATC, airports and airlines), and the basic principle of CDM implementation:fairness and efficiency. Focus more on the allocation of slot resources and GDP-E. Combined with the CDM, to analysis the abnormal flight causes, recovery process and mode. At the same time, to discuss and analysis the abnormal flight impact on airline operation, economical, and flight schedule robust. This paper chooses cost lost and passenger total delay as major decision-making target, to establish multi-objective optimization model. Considering airlines have difference attention to the factors, this paper gives different weights for it. At last, it gives an example and uses genetic algorithm to solve it. The result shows that the model and algorithm can obviously reduce the abnormal flight delay cost and passenger total delay time, and computing speed is fast. It has practical application value.
