Analysis On The Theoretical Framework And The Explanation On County Informationization Planning In China

In recent years, with the development of urban and rural economy, the economic structure that the county develops industries and the village devotes agriculture has been removed, the county economic development should not only participate in the advance of industrialization, urbanization and modernization, but also focus on resolving the"Three Rural"issue., and the county informationization is becoming a model of promoting the county economic development. It should be said that information technology has long been applied in various fields of the socio-economic development the county, but in overall, as the county level socio-economic development and the specificity of the county economy, the county informationization is still in the spontaneous or budding stage, especially the agricultural and rural informationization. So at the end of 2006, the relevant departments of the state embarked on the construction of pilot work in the state-level county informationization. How to effectively guide the entities in a county building informationization, a scientific and rational county informationization planning has become very necessary.This paper is at the background of the case"The Construction of Pilot Works in the State-level County Informationization. in Ningguo of Anhui Province", through using the e-government strategic planning methods it proposes analysis framework of county informationization planning and planning methodology based on the top-level idea, which will have certain practical significance and strategies on developing the work of county informationization planning effectively.Firstly, this article introduces the background and the significance of county informationization, and describes the connotation of the county informationization; meanwhile it also puts stress on the constituent elements and the relationships among the elements about county information. Secondly, it defines the current situation and major problems of the county informationization in China, as well as it researches on the informationization planning in academic fields. Then, the connotation and the problems of the county informationization planning are also described. Finally, it suggests the framework based on the top-level idea which can be integrated into the strategic trend analysis methods as well as the framework of the fields and technology development of county informationization based on the top-level idea; it also details the key aspect of planning and methods about the county informationization planning which are based on the framework.Further, the article discusses the strategic practice of the county informationi- zation planning in Ningguo of Anhui province, and gives the empirical material of county informationization in Ningguo.
