Empirical Research On The Development Countermeasures Of Bengbu Cigarette Factory In Anhui Province And Preliminary Study On Management Rules Of Tobacco Enterprises

Tobacco industry is an important part of our national economy. At present, tobacco industry which has very good economic benefits ranks first in the light of revenue that various industries turn in to the state each year. Tobacco production, cigarette processing and marketing management are the three main components of tobacco industry, of which cigarette processing is the core.Based on the analysis of international and domestic tobacco situation, this paper makes a comprehensive and profound analysis of the current production management system of Bengbu Cigarette Factory in Anhui province. It points out the main difficulties and existing problems as follows: (1) Problems on product quality, which feature a lack of stability of product quality and difficulty in achieving zero defect in management. (2) Problems on equipment management which feature relatively low equipment efficiency. (3) Problems on production costs, which feature a small lowered range of production costs and little effect on cost control. In light of all these problems, corresponding countermeasures are made as follows: (1) All-round quality control, which aims at controlling quality in the way of establishing a correct sense of quality, improving the professional quality of inspection personnel, guaranteeing quality control, strengthening the technical analysis of quality control of production process, adjusting the frequency of inspection scientifically and rationally, and taking supplementary measures. (2) To explore new ideas for equipment management in the way of rationalizing organization relationships, strengthening horizontal coordination between the agencies, implementing multiple-storey multiple-level maintenance system, combining a variety of maintenance practices, improving the effectiveness of equipment maintenance. (3) Strengthen control of production costs in the way of attaching great importance to production costs, emphasizing cost analysis, strengthening the forecast and plan of cost, enhancing the scientific management of spare parts and improving the responsibility system of costs. Finally, this paper studies the general rules of production management among tobacco enterprises. (1) Establish the concept of great environment and big ideas on cigarette-producing and change the existing system and market model; (2) Strengthen production organization, do well in production management and optimize allocation of people, wealth and products; (3) Make careful and pertinent production plans; (4) Strengthen control of the production process and reduce costs; (5) Speed up the information construction of tobacco enterprises, which is helpful to lift the operation and management level to a higher level. In summary, this paper provides some beneficial enlightenment for further development of the entire tobacco industry.
