Then adopt hierarchical clustering methods and choose the correlative indices about land use natural conditions,land utilization structure,economic and social functions of land use to divide Lishui area into three land use zoning as eastern valley-basins and low-hills land use zoning,central valley-basins and middle-hills land use zoning and western sources of water system and middle-hills land use zoning.Further more,through linking up and analyzing comprehensive land use planning and major function oriented zoning planning in order to carry out development priority zoning,vital construction zoning,restricted construction zoning and protected utilization zoning in the space and analyze land use control and induct rules of different functional zoning.Western Zhejiang's hilly area incessantly joints with inshore developed areas on economy development and is similar with other hilly areas in natural environment,so analyzing land use characteristics of western Zhejiang's hilly area and studying its functional zoning,control and induct will have strategic meaning on the area's sustainable development of society and economy,besides,have theoretic meaning for reference to other hilly areas as well.
