Study On Renovation About Agriculture Land In District A’s Hilly Area

With the acceleration of the urbanization process,the demand for the development and construction of land is soaring.The construction land is increasingly tense.In sharp contrast to the construction land,the number of agricultural land is decreasing,and the area of cultivated land is direct to the red line.The national economy is on a stage of rapid development,but the development speed among the agriculture,industry and services is seriously unbalanced.Under the baton of the economy,the younger farmers are giving up traditional farming.The original household contract responsibility system is no longer adapted to the needs of agricultural development,and a large number of agricultural land is idle or inefficient.In order to achieve intensive use of resources and make produce scale effective,agricultural land renovation is the only way.In order to break the dilemma of "protecting cultivated land and ensuring development",the District A took the lead in the pilot project of "Farmland Construction Project" in the whole province,and began to explore the farmland renovation.In the early period of the renovation,the government led agricultural land renovation has achieved remarkable results in increasing the construction land,realizing the scale effect,defining the ownership of land and promoting the social benefits.However,with the deepening of the renovation,the problems are highlighted,the ecological protection is not strong,the planning is not high,the protection of the rights and interests of the main body is not in place,and the level of government service is lacking.The grass-roots government is difficult to promote the renovation because of the restriction of its management authority,the lack of control ability of the policy,the relative lack of manpower and financial resources and so on.Japan,which is similar to China’s agricultural land’s condition,achieved some successful experience on renovation about farmland.Through the successful practice,this paper tries to find out what can be used for reference in the regulation of agricultural land in District A by promoting the construction of the legal system of agricultural land renovation,establishing a common responsibility mechanism,establishing a diversified supervision and inspection system and further changing the government management concept.Finally,it puts forward specific suggestions on how the government of District A improves the level of agricultural land renovation.District A government must set up a general train of thought for the collective ownership of farmers,the protection of agricultural support and the market management mechanism,and constantly standardize the process of agricultural land regulation from the project establishment,the establishment group,the supervision group and the regulations.Then it analyzes the advantages of the regulation process,and put forward the safeguard measures on ensuring the smooth improvement of the renovation.
