| Ever since reform and opening, especially since the1990s, China has witnessed a stage of rapid industrialization and urbanization. During this period, urban construction land expanded rapidly in all regions. New urban districts were built everywhere especially for industrial park, which not only the resulted in excess productivity, but also extensive land use, taking up too much farmland. It on the one hand affected national food security, on the other hand ecological lead sensitive area to environmental degradation. In order to coordinate development and protection, and promote the balanced development between regions, China formally put forward National Development Priority Zoning in our country. Regions are divided in to four types according to different development intensity, which are optimized development zones, key development zones, restricted development zone and prohibited development zone, in order to coordinate the development pattern in overall space. This requires us to explore differential land policy response, response of construction land control, in particular, to implement strategy of development priority zoning.Based on reorganization of relevant literature on construction land expansion, this study analyzes the influence on land use of social, economic and technological development from the aspect of Classical economic theory, by which this study summarizes the driving factors and pressure of construction land expansion combining with DPSIR Model and establishes conceptual model of regional construction land expansion. Then, the differential response of regional policies is integrated to this model. Different policies would be put forward to suit the regional developing under established development priority zoning, which have significant effect on construction land expansion and cultivated land protection. Hence, this study establishes conceptual model of regional construction land expansion regulation to examine the driving factors and balance effect by changing the parameter of population and land policy based on development priority zone strategy.This study build construction land expansion model by system dynamics, including five sub-systems of policies system of main functional zones, construction land system, population and society system, economic development system and cultivated land system. Then, this study explains logically the causal relationship between the sub-systems and sets the parameters for each section of the model. Taking Zhenhai, Ningbo as a instance, this study searches for the core driving factor by Factor Analysis Method and DPSIR analysis framework to form differential policies response, and simulates different scenes by adjusting the parameters of main function policies. The results show system dynamics combined the population and land policies and construction land expansion regulation. The indexes of local GDP, the second industry GDP, output per square kilometer and Secondary-industry GDP per industry land differ significantly with the population and land policies adjustment. Based on the scenario analysis, rethink profoundly from the general land use planning, new construction land management policy and arable land protection policy, especially the cultivated land ownership and new construction land scale indicators such as the starting point, and put forward that the implementation of general land use planning, index decomposition and implementation lack in certain flexibility and difference; then put forward policies and suggestions from general land use planning coordinated with development priority zoning, new construction land scale control index and the cultivated land preservation capacity control coordinated with development priority zoning, two regulation coordinated with development priority zoning, the considerations and measuring of the scale of construction land, construction land area of per capita level and coordination of indexes between cities on space level. |
