Under development of industrialization and urbanization rapidly, migrant workers has become an important, huge size of special group. They are stranded in the city with housing problems, which would be an impact of social stability and economic development factor. Reforming current urban low-rented housing system is the most economic and effective measure to solve the housing problems of migrant workers. There are many cities begun to practice, explore some ways to implement the system of low-rented housing and achieve the objectives of social housing -"Houses For All People" in our country.This thesis uses "institutional change" theory of North and " institutional analysis method " as the research tools and takes the low-rented housing system for migrant workers in A City of Hunan Province as the sample. Through case interviews, documentation and data analysis of questionnaires, the author emphasizes the significance of taking the migrant workers into low-rented housing system, describes migrant workers in the reality of the housing plight, analyses the performance of system supply in existing conditions, finds the non-balanced system reason under different policy supply and makes the perspective of low-rented housing system to be "progressive" perfect from innovative system. The whole thesis is divided inio six major parts.Introduction briefly explains the origin of the thesis and observation perspective to define and analysis of many important concepts and academic from domestic to abroad, builds up a structure for the whole paper, uses certain methods, expresses paper's framework and creative intention.Chapter 1 to 4 as the core of the whole paper, I use the inner logic relation to divided the paper into four parts. The first part is Institutional Background, analyses the importance of reality and the function of new system. This is the starting point of this study.The second part is Institutional Demand. It presents the situation and hope of migrant workers in cities, explores the existing systems and the implementation on the basis of the inherent dynamics of changes.The third part is Institutional Supply. Combined the actually system with field interviews and surveys, the author reflects the external low-rented housing confines.The forth part is Institutional Imbalance, analyses the process of institutional change that the system under non-equilibrium between supply and demand , examines the factors. There are four aspects from economic, political, the main system and analysis of constraints. At the same time, it identifies several key points with changes of the low-rented housing system.The last part is Institutional Innovative, as the conclusions of this paper , explains the reasons of the non-balanced institutional supply-demand based on innovative ideas, attempts to make "progressive" changes from induced of the system optimization and system changes.In this paper, there are three innovations in the following areas : (1) a special research perspective. The article follows the discipline of institutional change. It takes the social equity as the breakthrough point, studies the benefit of the migrant workers in the context of changes, the basic model and selection of the path in public service models. So this conclusion is more practical and nantural, also targeted too. (2) the analytical tool are advanced. This paper uses Institutional Economics - "institutional change" theory and " institutional analysis " as tools; this way has more theory support, it also can made the paper more professional. (3) Author uses "demand - supply - balance" mode to design the framework, tries to take the Institutional Economics of " supply - demand" model to public policy field.
