| According to the relevant survey data show that migrant workers have become the second largest group second only to farmers in China, With the increasing number of this group, as well as China’s economic system and social transition has entered a critical stage, how to solve the the fate of of migrant workers has become a major concern of the academic and political circles. There are three solutions on the fate of of the migrant workers. One is to increase the treatment of migrant workers, to improve living conditions, Second, migrant workers returning home to become farmers,the third one is make Migrant workers into the community. Obviously, The third option that Citizenization of Immigrant Workers is the fundamental way to solve the problem of migrant workers.In this paper,based on the Theory of Institutional Change in the New Institutional Economics, discusses the necessity of the Citizenization of Immigrant Workers,analysis the main problems and reasons of institutional change in the pubilc process.Then according to the theory of institutional change to study the motives of the Citizenization of Immigrant Workers and the model of Institutional Change.Finally,I proposed a specific concrete policy recommendations.First of all, the survival status of migrant workers in China is not optimistic. wages is still low on the over level,and wage arrears are serious. Employment environment is poor, The education of children of migrant workers and migrant workers training system supply seriously can not meet the needs of the Citizenization of Immigrant Workers.According to various surveys,the migrant workers,especially the new generation of migrant wrokers very willing to become members of the public. The Citizenization of Immigrant Workers is of great significance for the development of national economy and building a harmonious society.From the international experience, Promoting Institutional Change of the Citizenization of Immigrant Workers is an inevitable choice.Secondly, on the basis of summed up the change history of the Citizenization of Immigrant Workers system,analyse four aspects problem about institutional change of Citizenization of Immigrant Workers in China.That is Institutional supply and demand imbalance, formal system and informal system is not balanced, within the formal system and informal internal system is not balanced. There are mainly three reasons can explain these problems. The lag of the system changes,the path dependence of Institutional Change and Lack of the induced changes. Then it analyzes the internal mechanism of the Citizenization of Immigrant Workers,that is presence of an external potential profits and the institutional environment changed.Finally, we can draw the following conclusions that model of Institutional Change of Citizenization of Immigrant Workers should be based on incremental changes,and combine the induced changes with mandatory changes to realize the Citizenization of Immigrant Workers and draw the specific policy of citizenization of immigrant workers.In other words,is the specific institutional arrangements. Analysis from three aspects of local government, businesses and public. For the public, The government should guide people to change old ideas and concepts, and formulate relevant policies to ensure that the vested interests of the public, while improving the quality of the migrant workers. |
