A Study On The Policy Change Of Migrant Workers' Group

Since the reform and opening up, China’s household registration system hasbecome flexible to expand citizen free space, and the scale of the floating populationhas been expanding. The first decade of the new century witnessed the net increase of210million urban population, and the urban floating population accounted for110million. The urban floating population, migrant workers groups from the rural area aswhose main body, has become an important part of urban population in China. Theymake immeasurable contribution to the social and economic development. However,the large-scale population migration has changed the original order of society, makingdiscomfort in people on the concept and life. The discomfort not only has beenembodied in intensifying the "risk" of the city, but also reflects in the rural migrantworkers and other cities floating population whose legal rights cannot get sufficientlyprotect. Under the influence of management concept left from the era of plannedeconomy and the systems as household register barrier for platform, governmentmanagement departments pay more attention to the impact of the urban society andeconomic structure in the management of the migrant workers group from the ruralarea, so they take preventive and restraining management means to restrict migrantworkers group from the rural area, which damages the basic legitimate rights ofmigrant workers in the city. Under the composite force of push and pull, rural migrantgroups have a tendency to flee from the city, and especially the phenomenon onshortage of migrant workers has been detrimental to social overall welfare. It isclosely related to the policy flaws on rural migrant population. Therefore, the policyinnovationto of rural migrant population is imminent. To based on the review ofpolicy changes on rural migrant population, the author reveal the deep reason behindthe policy changes, and discussed propulsion strategy to service rural migrant groups.Strategy research is the main problem trying to solve of this study. The study is underthe macroscopic perspective, baseds on the policy level, adapts to materialism anddialectics which are the basic principle of marxist, by the method of literature review,summarizes the induction, system analysis, adopts the methods of summarizing thedocuments presented, Summarizing and Inducing, system analysis method, qualitativeand quantitative analysis method, SWOT analysis method and so on to study the issueof servicing migrant workers groupsfrom the rural area. The study comprises fivechapters divided into three parts. Part1includes chapter1and chapter2, which is thefoundation of full text. Chapter1introduces origin and research meaning of theproblem, and combs the related literature summarize; Chapter2defines the relevantconcepts, sums up the related theoretical basis on population mobility. Part2includeschapter3and chapter4, which is the main body of the study. Chapter3reseaches themotive of policy changes on rural migrant population; Chapter4discusses how topromote strategy. Part3is Chapter5, which is the study’s conclusions and discussion.Previous studies of rural migrant groups prefers to describing the population mobilityfrom demographic perspectives, or towards to sociological areas avoiding the effect ofadministrative pattern, or tends to administrative reform reversed transmission fromeconomic situation ignoring the role of micro social. The author researches ruralmigrant population from multiple perspectives such as demography, sociology, publicadministration and so on, who think that baseing on formation of the current socialand tendency of individual atomized, traditional control by the administrativedepartments has been inappropriate. The government management department shallshift concept, prefect system and innovate mechanism, promote service policychanges, in order to help rural migrant population social integration, to build urbanbasic public service system covering rural migrant population, and to protect thelegitimate rights of migrant workers groups from the rural area.
