This paper uses the thought of monitoring and evaluation from COBIT4.1 framework for reference to create a monitoring and controlling reference model for the process of official document according to electronic government(E-Gov) practice.The model with many figures and tables can be used to develop official document processing systems in E-Gov,evaluate government performance and improve usage of IT resources.Before establishing the model,the paper proposes six information criterions from COBIT4.1 framework according to electronic government(E-Gov) practice.These criterions can be used to assess extent of IT resources utilization in E-Gov.The paper then analyses key activities in the process of official document based on the information criterions and lists main process monitoring indexes for those activities from the aspects of IT resources.Finally,a monitoring and controlling reference model for the process of official document is constructed by all activities' indexes.The research shows that six information criterions can roundly evaluate monitoring operation of E-Gov process of official document.The thoughts of iterative method can be used to revise and update the aim and action of government,so that government can be adaptable to environmental change and development.The model based on the experiences of theories and practices can roundly reflect the operational status of E-Gov official document process to assist development of E-Gov.
