The socialist market economic system has been preliminarily established at the same time, the impact of the development of the institutional barriers still exist. Structural imbalance between supply and demand in the labor market caused by the "employment" and "difficult job" issue has become the government need to be resolved one of the most significant social problems.The main purpose of this paper is the labor market through the current understanding of supply and demand imbalance to Anthony. Hall and James Midgley "development-type social policies" theory as a research tool to W City, H Province, migrant workers for the study, through interviews, documents and materials as well as the questionnaire data analysis, described in the current transfer status of the labor supply and demand imbalance as well as government existing measures, analysis of the current responsibility for the conduct of government regulation is missing, try from a development point of view of the corresponding response. In addition to Introduction to the article, the main contents include the following four parts:The first part of society through the development of policies, combined with the Government's current policy, in-depth look into the core and concept.In the second part of the H provincial government as an example, combining the results of a questionnaire survey, a detailed description of the labor market supply and demand imbalance in the status quo as well as government regulation and control efforts and the difficulties and to explore its causes.Respectively, the third part of the system, capacity building and policy guidance on the current imbalance between supply and demand in the labor market governance in the Government's responsibility to sort out and analyze missing, try to identify problems from different angles.
