Facing the science and technology development and the heated competition in comprehensive national strength in the 21st century student around the world, every country is putting the training of talented person on such an important position that a worldwide wave of education reform is rising. Teaching textbooks, an important training material, will inevitably become an important aspect of education reform. Western economics, as the basis of economic discipline course, is not only the main approach to obtain the related knowledge for the students, but also the basis for other courses. Therefore , the construction and reform of Western economics textbooks is essential.In this paper, the Use of Literature, Comparative Study, Case Study and Logic Analysis are used. First of all, the paper deals with the concept and meaning of teaching textbooks, states the current construction of teaching textbooks and the general trend of development of it and gives out a more authoritative summary of opinions on how to improve the teaching textbooks. Secondly, this paper puts forward five basic principles that are needed to follow during the construction of teaching textbooks, i.e. objective principle, historical principle, scientific principle, practical principle, and overall principle. According to the four comparative indicators that the teaching textbooks should have, i.e. ideological indicator , scientific indicator, advanced indicator and helpful indicator, this paper compares and generalizes the elements and builds the framework for Western Economics to define the elements at all levels. Then a kind of comparison is made in this paper between the old and new teaching textbooks in China and Sino-US. After that this paper studies and analyzes the present problems existing in the construction of teaching textbooks for China' s western economics. Finally, four points on the construction of teaching textbooks for China's western economics are put forward: 1. Economics textbooks should establish the scientific concept of the construction of teaching textbooks. 2. The contents of Western economics should be hierarchical and have purposes for the students. 3. Western Economics teaching textbooks' construction should take "professional training" as its aim. 4. Western Economics teaching textbooks' construction should set up the purpose of " service the students always".
