The implementation and operation of Baoding-Electricity Valley of China strategy is under the action of marketing mechanism, with the participation of many different subjects, and their interaction and mutual incentive in the area of Electricity Valley of China, the technological innovative resource is reasonably combined to form a competitive regional economy, it is the technological innovative capability playing a decisive role in this process. How to take a reasonable technological innovation strategy to make Electricity Valley of China have continuing innovation ability is what the government and enterprises expected. This paper is at the point of the government, base on the establishment of a reasonable regional technological innovation ability evaluation index system, scientific evaluation methods is use to analyze the overall level of technological innovation capability of Electricity Valley of China, it can make government and enterprises have an overall understanding of quantitative for their technological innovation capability, and analyses the key factors of technological innovation capability, on the basis of which, we try to look for the ways and countermeasures for improving technological innovation capability of Baoding- Electricity Valley of China.
