In 2006, The "National Long-term Scientific and Technological Development Plan (2006-2020) " was promulgated by the National Science and Technology Conference, the strategic objectives of enhancing the capability of independent innovation and building an innovative country was advanced. This indicated that the independent innovation is raised to the national strategy, innovation-driven has become the only way for our economic development. December 8,2009, Wuhan East Lake High-tech Development Zone was formally approved for the "Demonstration Zone of National Independent Innovation", which becomes the second Demonstration Zone of National Independent Innovation followed the Beijing Zhongguancun approved by State Council.In recent years, the development of high-tech industries has become the strategic focus of development for countries and regions all over the world. In particular, possessing of their own R&D capacity in some key technologies and areas has become the most important development plans for many countries and regions. However, the optoelectronic information industry is one kind of typical high-tech industries. Optoelectronic technology is the core technology of the information age. It will impact human development most profoundly following the microelectronics industry. Optoelectronic information industry is the strategic high-tech industry worldwide. And it is also the first high-tech industry that China may achieve a breakthrough under our current conditions. The development of optoelectronic information industry has a very important impact on our ability to seize the opportunities of high-tech industrial revolution.At present, Optics Valley of China has gained a certain status in the international competition, as the first optoelectronic industry base and the only national Geo-Spatial information industry base approved by our country:its international market share of fiber-optic cable and optoelectronic devices has separately reached to 25% and 6%. It also has encapsulated the artificial light of the maximum power worldwide successfully. Wuhan optoelectronic industries have become the R&D base of the optical communication technology, production base of optical devices, production base of the optical fiber and cable, modernized industrialization base with the core of the R&D and development of the laser technology and other areas. However, the author's research shows that the international competitiveness of optoelectronic information industries in Optics Valley of China is not strong enough, and need to upgrade urgently.Therefore, it is of great significance to study the relationship between technological innovation capability and international competitiveness of optoelectronic information industries as the leading industry in Wuhan East Lake High-tech Development Zone, against the background of great efforts to advocate independent innovation and technological innovation vigorously at the national level. This paper studied the internal and external factors which impact industrial technological innovation capability based on reviewing the theories about technological innovation, industrial competitiveness and their research status quo home and abroad. The internal factors include, input capability of technological innovation, innovation transformation capability, manufacturing capacity, and output capability of technological innovation. The external factors include S&T policy, industrial policy, fiscal policy, tax policy, financial policy and intellectual property policy. The Interaction of these factors together constitutes the industrial capability of technological innovation.This paper selectes 23 indicators to represent the industrial technological innovation capability from four aspects which are input capability of technological innovation, innovation transformation capability, manufacturing capacity, output capability of technological innovation, Then the paper selectes 171 optoelectronic information firms within Optics Valley of China as the study sample. After that, the writer uses factor analysis to extract five factors affecting the industrial technological innovation capability, and constructs the evaluation index system of industrial technology innovation and international competitiveness. Next, we discusses the relationship between technology innovation and international competitiveness of samples firms within Optics Valley of China with the regression method. Thereafter, the following conclusions are proposed:there are five main factors affecting the technological innovation capability, namely, the capability of resources allocation, innovation transformation capability, manufacturing capability, output of innovation product, and output of innovation patent. Among these, the capability of resources allocation has the most significant impact on international competitiveness. And the second one is the output of innovation patent. The third one is innovation transformation capability. The output of innovation patent has the minimal impact.Finally, several suggestions to enhance the international competitive of optoelectronic information industries within Optics Valley of China were put forward from four aspects. The first one is to increase the R&D input of optoelectronic information industries and raise the level of resources allocation. The second one is to focus on cultivating the high-level optoelectronic industry professionals and take full advantage of innovative platform. The third one is to rely on the development of special subject of industries and accelerate the conversion efficiency of innovation. The fourth one is to strengthen intellectual property protection and transformation of optoelectronic information industries.
