With the globalization of economy, Chinese enterprises are facing fierce internationalcompetition. Competition among enterprises has converted from the aspect of brand,quality and service to the field of standards. Once the enterprise takes the standard undercontrol, it will have a large market power in the certain industry, and even have marketinfluence globally. The level and scale of standardization have been taken as one ofimportant indicators measuring the capacity of technical innovation and economy in acorporation, within an area and even the whole country. Then, to what extent does thestandardization affect the technological innovation? And what kinds of channels does thestandardization go through to promote the technological innovation?According to the existing literature on the relationship between standardization andtechnical innovation, standardization has tremendous effects on to the technical innovation,with little systematic theory base. Moreover, empirical studies have mostly concentratedon individual case, which are not typical. Researches of Chinese scholars focus on theempirical studies in the national and industrial view but not the theoretical study becausethe data can hardly be retained. They also rarely analyze the influence from the regionalview. This paper studied the relationship between standardization and technical innovationfrom both theoretical and practical aspects, in order to provide a reference for the furtherdevelopment of China’s standardization work.First of all, standardization could reduce the diversity of technology and product,lower the risk, provide information, lead to economies of scale and network externalities,from which aspects this paper analyzed the mechanism of standardization having impacton innovation. Secondly, a regression analysis was dressed in the framework of theknowledge production function using the2000-2009inter-provincial panel data, whichshowed a new exploration from both the national and regional level. The results showedthat standardization did promote the development of technical innovation both in thenational and regional view. This effect at the national level was more significant than it atthe regional level. Moreover, standardization played a more significant role where regionalinnovative capacity was higher. In the end, this paper proposed some suggestions base onthe reality of standardization, wishing to help for the development of Chinesestandardization and technical innovation.
