Study On Selection Of Reform Model Of Collective Economic Organizations Of The Village In The Urban

With the industrialization and urbanization accelerating , more and more developed collective economic village in the urban appear in the country.The collective economic organizations which the peasants to participate in market economy as an important carrier is fuzzy property rights and lack of the main property rights, so that villages in the urban in the process of urbanization have had a serious problem of the collective asset management and the impact on the collective economic is enormous.Selecting a suitable model of the village in the urban's reform is the key to solve the rural's economic and social problems.At present,there is a lot explore to the collective economic organizations of the village in the urban which only simply analyzed the direction of reform in theory,and the choice of reform model which mostly remain in the speculative level,not convincing.The paper makes a empirical research on evaluation and options of reform model of the collective economic organizations of the village in the urban,so as to give a reference to the choice of reform model of villages in the urban and the other assets of relatively large village collective economic organizations.In this paper,the main use of the method is comparative research,case studies,the combination of qualitative and quantitative methods. First,it explores the cause of the reform of the collective economic organizations by analyzing changes,the situation of property rights and the drawbacks of the collective economic organizations of the village in the urban.Through summarizing of the existing reform model of the collective economic organizations,it analyzes and compares three the reform model of the collective economic organizations of the village in the urban such as the cooperative system,the company system and the community system.According to ideals,purposes and principle of the reform of the collective economic organizations of the village in the urban,it analyzes the impact factors and builds a selection system on evaluation mode of the collective economic organizations of the village in the urban reform.And it also combines case studies of the reform model in Xiamen City,Ma Long collective economic organizations to evaluate options and choice of the reform model of the collective economic organizations of the village in the urban.The results are as follows.(1) The property rights of assets of the village in the urban is fuzzy.In the legal sense,the members of the collective economic organizations is the owner of the collective assets.In fact,the village committee have the collective economic organizations and the remaining residual right of control can course a lot of problem such as the communities which the property rights structure of the city becomes relatively closed,the village committee whether government or enterprise is not clear which is the very reason on the members of the legitimate rights and interests of organizations can not be guaranteed and the main factors hindering the process of urbanization.(2) By the methods which combined qualitative with quantitative,it systematic analyzes the impact factors on the choice of reform model of collective economic organizations of the village in the urban and influences the extent.Then it clearly shows that the policy environment is the most important influence.(3) Government should strengthen the legislative and the corresponding support measures to give communities a real stake in the cooperative the legal status of joint-stock cooperative organization and also it should provide the community guidance and training and services to build a social service system to promote the development of community-based joint-stock cooperative system which is suit for the develop of market economy.It is necessary to continue to deepen the property rights system as a breakthrough point,to speed up the development of a modern enterprise system which needs community-based joint-stock cooperative system to further enhance the ability of endogenous development.
