Research On The Choice Of Land Use Pattern Of New Village Collective Economic Organization

It is one of the important goals of the reform of the rural collective property right system to actively develop the farmers' stock cooperation and endow the collective assets with the stock right.In 2019,No.1 Central Document and Rural Revitalization Plan 2018-2022 put forward the policy of accelerating the reform of the rural collective operating assets joint stock cooperative system,improving the standardized management system of rural land circulation,and developing the policy requirements of various forms of appropriate scale operation of agriculture.Under the background of this policy,as the main body of implementing the three policy tasks of ensuring the rights of the members of the farmers' collective organizations,developing the farmers' Joint-stock Cooperation and empowering the farmers' collective assets and shares,the village level new-type collective economic organizations have carried out a variety of land-use mode selection practices in many areas of the country.Based on this,this paper makes an in-depth study on the choice of land use mode of village level new collective economic organizations.This study mainly includes four parts: the first part summarizes the literature achievements of domestic and foreign scholars on land transfer,the comparison of the old and new collective economy,the new collective economic organization at village level,land use mode and other aspects,and briefly introduces the relevant theories.The second part expounds the development evolution and current situation of the village level new collective economic organization,and on this basis,analyzes the existing problems of the present village level new collective economic organization land.The third part introduces four typical land-use models of village level new collective economic organizations,and makes a comparative analysis of the land-use mechanism,income distribution mode and applicable conditions of the existing practical land-use model.In the fourth part,AHP,decision-making test and Evaluation Laboratory(DEMATEL)and extension optimization method are used tobuild a model of land use mode selection and evaluation index for village level new collective economic organizations,and Meiyuan tourism development company in Meijia village,Panhe Township,Lushi County,Henan Province is taken as the empirical research object to study the land use mode selection.Finally,in the aspect of how to ensure the scientific choice of land use mode,this paper puts forward relevant safeguard measures from the three main bodies of the government,the village level new collective economic organization,so as to promote the accurate choice and sustainable development of land use mode.The main conclusions of this paper are as follows:(1)it is an important principle for village level new collective economic organizations to choose land use mode to adapt to local conditions.(2)The organization system of independent management and self financing provides organizational guarantee for the sustainable operation of land use mode.(3)In the process of land use model selection,the interests of the farmers who have invested in the land should be guaranteed.(4)The role of the government should be played appropriately and correctly.
