Approach On The Path Of The Reclamation Sustainable Development

The ocean is essential for human sustainable development, also is the hope of human survival and development in the future. The coastal countries around the world, which in face of the limited land resources, all want to get land from marine, so reclamation is an important method to develop for these countries. With the dramatic increasing in population, industrialization and urbanization, reclamation project has been promoted during the development process. Professor even consider that the reclamation development has become a very urgent task. Reclamation can supply land resources for economic and social development, sometime bring out a small number of environmental improvement, but deterioration of the ecological environment and the problem of the coastal capacity fragile have always been emerged. Under the background of reclamation has become the hot topics of professional study in international and domestic research scope, think abou the status and shortcoming of reclamation , it is necessary to carry out the discussion about the path of the reclamation sustainable development and put combination analysis on reclamation development, constantly improve the relevance basic theory so that building a sound theoretical framework, so that put out of the reclamation plan, make up the policy of reclamation sustainable development, choose the path of the reclamation sustainable development have the theoretical dependance. Reclamation sustainable development related to ecological and environment, economy and society, policies and government regulation, which is a complex socio-economic development system. For such a complex system, it is difficult to study effectively, because so many factor is included in this complex system, not only include technical level problems and management-level level problems, but also include evaluation and co-ordination problems, so it is difficult to solve all these problems in one study.In this paper, on the basis of research reference results from other study, from the perspective of regional economics, mainly research on reclamation sustainable developent and utilization. In basic theory part, mainly use of inductive and deductive analysis method, summarize the kinds of the foreign reclamation sustainable development path, evaluated the domestic reclamation development path; then through two affect lines of reclamation development impact on the ecological environment, economic, social and the impact on the marine industry, make a primary research on the reclamation sustainable development evaluation system. Besides, depend on the particular location of the three provinces and one city of the Bohai Sea region, analysis on the path of reclamation sustainable development. Eventually come to the conclusion: we have to focus on marine economy and the sustainable development of the entire domestic economy that we can have a good grasp of the stage and direction of reclamation sustainable development. Not only think about the short term path but also consider the long term path. Not only focus on local but also grasp the overall situation. We must use high-density treatment, strengthening the government's macro-control efforts, put reclamation development onto the track of sustainable development. As for the hot-spot issues, author tried to study from the perspective of regional economics, integrated use the different regional economics basic principles and research methods, put idea of sustainable development throughout the paper, with the principal of scientific, rational and orderly develop marine and natural resources. People must not blindly reclamation, laissez-faire and neglect the marine and terrestrial environment protection, don't have the idea of sacrifice the interests of future generations for the economic prosperity. We have to find a sustainable development of the reclamation to maintain feasible reclamation path. Through this study, try to build a reclamation sustainable development evaluation system to find out a path of reclamation sustainable development in order to promote sustainable development of Bohai Sea region and the whole country's marine economy, so that the Bohai Sea region which as China's Third development pole will have the fuction of growth further more. In addition, through research on the reclamation sustainable development and utilization of reclamation that can also be benefit for reclamation sustainable development, so that the whole region and the marine economy of Bohai Sea region as a whole towards a more vibrant and prosperous direction.
