| This treatise, based on extensive and all-round research documents, selecting Qingdao city as study's case, looks insight into comprehensive evaluation of urban sustainable development from 1994 to 2003 after set up an indicators' system of Qingdao city. After the appraisement of Qingdao sustainable development status, the article brings forward some suggestions about how does Qingdao city keeps sustainable development in economy, society and environment.First of all, the treatise reviews the contents of comprehensive evaluation of urban sustainable development in China and other countries, which gives the background of theories and methods for the paper as whole. It introduces the defining and connotation of cities' sustainable development. On the basis of theory effects and practice effects, the indictors' system of urban sustainable development was provided applying the principles of scientific, objective, conciseness, the methods of combination of qualitative and quantitative and policy relativity. The indictors' system has three layers. The first layer includes 3 first-grade indicators, which are sustainable economic index (Ec), sustainable social index (Sc) and sustainable environmental index (En), the second layer has 13 indicators and the third has 28.The article makes use of the method of mufti-index comprehensive evaluation for over-all evaluating urban sustainable development. The method of entropy-value is also used in the article to decide the three comprehensive indexes of economical development, social development, and environment development. With these indexes, three comprehensive evaluating coefficients of urban sustainable development is found: Level Index of urban sustainable development, Development Index and Coordination Index of urban sustainable development.
