In the wake of a trend that containers increase day by day in the long-distance transportations of merchandises, the container yards develop more and more rapidly and their scales get larger and larger. This paper begins from a theory about cost management, and sums up several problems in the construction of the large-scale container yards, as shown by the following: the research on the cost management of the construction of the container yards is not systematic; the concept of cost management lags behind; since large amounts of money are needed for the construction of large-scale container yards, financing problems and overspending of the construction funds always occur in the construction of the container yards due to the lack of the cost control methods, as a result, the construction cost of the container yards goes up considerably, lack of working capital occurs after the container yards are completed, and the effectiveness of operation inclines.This thesis, taking the construction item of the container yard of Xi'an Branch, China Shipping Container Lines Co. Ltd. (Qingdao) as an example, gives an analysis on its current situations of the construction, points out the existing problems in the cost management during the construction of the container yard, namely, the organizational structure of the functioning items goes against the centralization of management of the project cost and the cost control mechanism is missing, and then puts forward solutions for the current situations.Three project management centers are established for the cost management: a project center for equipment purchasing service, a planning and dispatching project center and a project center for construction operation. Various kinds of operation teams are established under the project centers and the progress and cost of the sub-projects of the operation teams under the centers are checked directly by different project centers.A monthly plan is carried out to the allocation of the yard construction funds for the cost control. The funds required for the project every month is clearly shown and curves of the earned value in four months since the establishment of the yard are established which gives an analysis on problems of the project cost and progress in the process of implementation.Finally, this thesis comes to a conclusion on four months'experiences in the container yard construction from problems in special individual cases to the common problems in the project cost management in the container yard construction, and then puts forward some measures and solutions to solve the problems.
