Research On Income Distribution Of State-owned Enterprises In Qingdao With Investor's View

The issue of income distribution is a significant theoretic and practical problem in the present Chinese economic field. It affects everybody's interest. It is the target of policy-making departments and administrating departments of the government, and also the inevitable request of constructing socialist society of harmony to establish a scientific, reasonable, fair and just social income distribution system. The state-owned enterprises as the stanchion of the country's economy, their employees'income distribution is the focus of the society's common attention. By far, the problems of irrationality of income distribution and income gap in the state-owned enterprises have become the emphases of experts'and scholars'researches, and the government is also actively seeking countermeasures to solve them.Based on the responsibilities of SASAC and the general judgement of the problems of income distribution of the state-owned enterprises, this thesis systematically reviews and analyses the issue of income distribution of state-owned enterprises in Qingdao, with the investor's view and considering the progress of reform and problems of income distributing system of the state-owned enterprises in Qingdao as the objects of research. It discourses upon the present situation of the reform of income distributing system of state-owned enterprises in Qingdao, and analyses the existent problems. On that base, by learning from the practice of other provinces and cities, utilizing the fairness and justice theory and efficiency fairness theory, adopting the method combining empirical analysis and normative study, the thesis brings forward the basic ideas and concrete measures of promoting income equity of the state-owned enterprises in Qingdao, in order to gradually establish the new income distributing system of"market-mechanism-modulation, enterprise democratic distribution,employee-equality-participation,government-supervision-control-guidance"in the state-owned enterprises, promote the state-owned enterprises to realize fair income distribution, and to provide the economy and society of Qingdao with a favorable groundwork to keep comprehensive, coordinated and sustainable development.The thesis points out, as the investor of state-owned enterprises, the state-owned assets supervision and administration facilities bear the important responsibilities of drawing out instructing ideas of reform of income distributing system of state-owned enterprises and controlling the general level of wage distribution of invested enterprises. At present, the major problems in income distribution of the state-owned enterprises in Qingdao are firstly that the managements of total wages are old,divorced from the reality, secondly that the mechanisms of incentive and restraint are unsound, thirdly that the interior income distributing order of the state-owned enterprises needs straightening and standardizing, with the outstanding ones as the irrationality of income distribution and the great income gap between different employees. As the investor of state-owned assets, the state-owned assets supervision and administration facilities must take measures on deepening the reform of the income distributing system. Learning from the practices of total wage control, stipend of operators of the enterprises, and duty cost regulation of other provinces and cities, the thesis brings forward the basic ideas of realizing fair income distribution in the state-owned enterprises, and the concrete countermeasures of three sides, to establish budget managing mechanism of total wage and regulate the stipend level of the operators of the enterprises through perfecting incentive and restraint mechanism of the operators of the enterprises, to promote the reform of income distributing system of the state-owned enterprises, and to standard the order of income distribution.Fair income distribution is propitious to mobilizing the enthusiasm and positivity of the employees, managements and technicians of the enterprises, to enhancing productivity, and also has important theoretic and practical significance of improving the competitive power of the state-owned enterprises and promoting the persistent and healthy development of the state-owned enterprises. The thesis intents to bring forward the concrete countermeasures of realizing fair income distribution of the state-owned enterprises and provide value reference and theoretic basis through the researches on the issue of income distribution of the state-owned enterprises in Qingdao. It has a different view from the former researches of the experts and scholars, and has certain theoretic significance to the researches on the issue of income distribution of the state-owned enterprises. Meanwhile, it's wrong to simply solve the problems of income distribution of the state-owned enterprises, the problems must be gradually solved by deepening the reform of income distributing system from the stature of constructing and perfecting socialist market economy mechanism. And this obviously has important practical significance on easing the contradiction of the over-great social income gap and constructing socialist harmonious society.
