With the deregulation of markets, technological advance, the emergence of true globalization, and greater customer sophistication, competition in service sectors in our country has increased considerably. How to take on this competition and enhance the core competitiveness was urgent need to address specific issues.New services development as the key to gain competitive advantages can be obtained financial and non-financial benefit. The paper studies on the innovation systems, and has an important theoretical and practical significance for enhancing the core competitiveness of the service establishments. While financial performance, customer performance and internal performance have long been consider by researcher as measures evaluating the NSD performance, with few exceptions, learning and growth performance has remained among the least understood in the service management and innovations literature. And the studies of new services development impact of performance factors also focused on organizational factors and service characteristics, the neglect of the external environment factors. In this study, knowledge-intensive services sector as an example, we used the Balanced Scorecard framework for the NSD performance measurement, and studied the external environmental factors on the NSD performance.Through enterprise investigation, we studied on the environment of new knowledge intensive business service development actives. The results show that trajectory environment, policy environment, market differentiation and market attractiveness have a positive effect on the new service development performance. However, market competition has no effect on the new service development performance. In order to enhance the new service development performance, the knowledge intensive business service firm should pay their new service development attention on Trajectory synergy, market differentiation and market attractiveness; the government should give new service adequate protection to intellectual property rights and support firm to develop new service.
