This paper analyses the eco-economics developments of economical fragile areas from the view of New Institutional Economics ,applying relevant theories of eco-economics, externality theory ,the theories of transaction cost and property right in New Institutional Economics,studies the eco-economics developments in farming-pastoral zone of west jilin province.This paper contains four parts:The first part is presentation of questions and research significances.It puts out that eco-economic is an irresistible historical trend in economical development and inevitable choice for economical fragile areas in economical developments.This paper discusses the theoretical and practical significances of studying economical fragile areas'eco-economic problems.The second part is basic theories review.It introduces the relevant theories referring to eco-economics and New Institutional Economics,including the connotation,development,subject and object study,and operating mechanisims of eco-economic;externality theory,transaction cost theory and property right theory.The third part is analysis based on New Institutional Economics for economical fragile areas in eco-economic development.It dissertates externality features of eco-economic developments,discusses the two ways of internalization of externality,analies transaction cost and property right involved in eco-economic development,clarifies government's leading role in eco-economic development.The fourth part is analysis on eco-economic developments subjected to farming-pastoral zone of west jilin province.Based on introduction of general situations of research region,it brings forward the existing problems in current eco-economic development , innovation directions and measures in policy and system.
