Urban development is the process of ongoing urban expansion and re-building, and it's inseparable with the city's economic development. With the modern industrialization and the development of urbanization, population assembles to the urban and the size of the cities expands a lot. Since the reform and opening up, the economy of China has been developing rapidly and the level of urbanization has increased a lot, thus many old cities has been unable to meet people's demand of production and life. Therefore, the reconstruction of the old city becomes the major problem of most cities in a certain period of time now or in the future. Since the reform and opening up, many big cities like Beijing, Shanghai, Hangzhou have experienced large-scale urban renewal projects, these projects are to optimize the structure, to improve the living conditions of people and at the same time also led to some of the more prominent social issues, such as the large scale of demolition of large resettlement of house due to the unreasonable planning, mass protests which are resulted from the work of demolition of resettlement of house, and the urban landscape damage caused by inadequate protection of history and culture. All the formation of these issues is not unrelated with the dislocation of the role of the government in the reconstruction of old cities.In the process of the old city reconstruction, it's very important for the government, as a direct leader and the responsible party, to protect the interests of broad masses of the people, do a good job in guiding the planning and construction work, and to assume a neutral and impartial role. However, due to various reasons, the Government's role in the reconstruction of old cities often misplaced, thus the reconstruction can not be carried out smoothly and the image of government is often derogatory received. Therefore, this article selected Hangzhou as an example for research of the reconstruction of old cities. Based on clarifying the Government's reasonable and practical role in the reconstruction of the old city, it analyzes the reasons for misunderstanding of the role of the government and finally put forward countermeasures and suggestions to correct the role of the government through case studies and theoretical research.On specific point of view, the first part of this article introduces the background, purpose, theoretical foundation, research methods and thesis structure. The second part, set Hangzhou as an example, analyzed the Government's role of the reconstruction of the old city in the perspective of the development planning, to ensure that the demolition of the resettlement policy the interests of the masses and the implementation of the resettlement compensation for demolition work. The third part sets out the actual role of government of the reconstruction of the old city of Hangzhou. The government has the unilateral right to speak in the planning procedure of reconstruction of the old city, and its interests convergent with that of the developers, makes policies that lead to the excessive demolition due to the pursuit of great achievements, and monitors the implementation of the multiple roles as a whole. The fourth part analyzes the reason for misunderstanding of the role of the government of the reconstruction of old city in the perspective of self-driven, confusion of public roles and abuse of administrative power. Part V, under the concept of a fair and impartial rule of law norms, proposed correction suggestion of the Government's Role from the establishment of the concept of private property sacred and inviolable, the expansion of citizen participation, improvement of laws and regulations to expand citizen participation, and promotion of market efficiency and supervision, and ways of letters. The final part concludes the overall content of the article and points out the shortcomings and deficiencies, at the same time indicates the prospects of the research work in the future.
