With the rapid development of globalization and the big progress in information technology, the non-tradability of service has been changed greatly. Service outsourcing has become a main competitive strategy of many multinational corporations, leading a new shift of industries around the world.The host countries of service outsourcing are mainly developed countries, while the undertaking countries are mainly emerging developing and developed economies. As the new form of international service manufacturing and labor division, service outsourcing has a deep influence on service trade, industrial structure and salary income. It also provides new opportunities for developing countries melting into world economy. Service outsourcing has become the focus of international business management and global economy.As the biggest developing country, the development of service industry in China is relatively stagnant. Facing the important opportunity, it is essential for China to make good use of its own advantage as well as potential, and actively undertake the international transfer of service industry by promoting services development and upgrading the industrial structure. The government should take advantage of the opportunities to enter the international market and join in the international division and competition. It would be good for China by forming a group of multinational service corporations with competitive power to narrow down the gap and enhance the international competitiveness of service industry.The thesis researched on the developing patterns and effects on international services outsourcing in five chapters, using a combination of theoretical and empirical analyses to make a systematic research on the effects, and then it proposes the relevant policies and recommendations.
