Chongqing Modern Service Industry Employment Effects Research

Chongqing is a city with the big urban and the big countryside co-existing and with large population. In this city, labor resources are abundantly supplied, even excess. In the process of reform and opening up, as the labor employment system changed, the rural labor transferred to the urban substantially, some enterprise workers laid off, which caused hidden unemployment dominant. The problem of unemployment is serious increasingly, with various types of unemployment intertwined. Faced with the increasingly severe problem of unemployment, the same view of China and other countries agree that the development of modern service industry is the main channel for expanding employment. According to Chongqing's own social status as well as the prevailing trend at home and abroad, developing Chongqing modern service industry is great significant for solving the employment problem as well as to promote the development of Chongqing economy.Based on this, in this paper, it takes the relevant knowledge of economics serve as the theoretical foundation, makes the output proportion,the employment proportion,employment elasticity,structure deviation,labor productivity as the key indicators, and analyses the basic characteristics and trends as well as the relationship with income level of the employment of Chongqing modern service industry and its all sectors from the point of views of overall and partial. It comes to the conclusions that Chongqing modern service industry has a greater potential to absorb the employed population than the primary industry and the secondary industry, which will become the main channel to attract the employment in Chongqing. As view as the internal of the modern service industry in Chongqing, the real estate,finance,information transmitting,computer and software service which have the largest potential to absorb labor force of all industries, should be developed as the most important industries.Finally, this paper proposes the countermeasures and suggestions of developing Chongqing modern service industry to promote employment from three aspects of the industrial policy,management system and human resources. For example, developing Chongqing modern service industry vigorously, especial the real estate,finance,information transmitting,computer and software service, is to optimize the internal structure of the service sector and the industrial structure; transforming government function,relaxing market access conditions,speeding up the construction of market rules and regulations as well as expanding open to the outside world further, is to create a good environment for the development of modern service industry in Chongqing; adding to the investment to Chongqing modern service industry, especial in the aspect of human resources,strengthening the education, improving qualities of culture and professional of workforce, is in order to develop the national economy and service economy, expand the quantity of employment and optimize the structure of employment; increasing the income of urban and rural residents of Chongqing, especially the farmer's income and standardizing the market order as well as perfectting various system in order to realize the effective demand of Chongqing modern service industry fundamentally and promote Chongqing modern service industries developed rapidly as well as to create more jobs.
