China is a large agricultural country, the peasant's income problem is the core factor of the three-dimensional rural problems, named the problems of Farmers, Rural Areas, and Agriculture Production. The level of peasant's income directly affect whether the country economy can develop incessantly, fast and healthy, then affect the stabilization of the country. There are so many limitation to the increase of the peasant's income, the human capital of the country is the most important factor to limit the increase of peasant'sincome.This article combs comprehensively domestic and foreign about the human capital and in the farmers' income related research results foundation, discussed the human capital to affect the intrinsic mechanism which the farmers' income grew; Using Gansu, Qinghai, Ningxia, the Inner Mongolian northwest four provincial capital area 1861 peasant households investigate and study on the spot the data, has estimated the human capital and various essential factors using the linear regression model to the farmers' income influence, has surveyed the western countryside human capital specifically to the farmers' income technical progress factor; Utilizes the bright Chinese zither model, has made the empirical analysis to the different type's rural labor force and the different education rank's rural labor force's education returns ratio, and has carried on the analysis and the discussion to the real diagnosis result. To raise the human capital level, the enhancement education returns ratio how in view of the northwest countryside area, proposed takes the countryside elementary education, to increase the farmer professional manager dynamics and so on related policy-type suggestion.
