Schultz human capital theory clearly suggests, the accumulation of human capital is an important source of economic growth. Education is an important factor to equalize income distribution. It also brought a revolutionary changes in concepts of economics, that turn the attention from investment in physical capital to the emphasis on human capital investment, from emphasis on the amount of labor to improving the quality of labor, from the importance of general employment to stress the structural and selective employment. Based on this concept of change, the world especially the western countries, start to pay great attention to the study of human capital.China is not only a large agricultural country, but also a large population country. China has about 45,961.7 million rural labor force, which has surplus labor accounts for about 1 / 4, in addition, an annual increase of labor force are more than 1,000(Liujun,2003). Surplus rural labor to cities and towns is not only an inevitable way to achieve modernization, but also a key of solve "Three Rural Issues". However, low-level jobs with the city of saturation and non-agricultural industries continue to raise the level of modernization, the impact of human capital to the rural labor transfer will be further enhanced. Therefore, the study of human capital on non-agricultural employment of rural labor force has important practical significance.The thesis totally has six chapters, the first chapter is an introduction, introduces the research background, research methods and ideas, literature review, innovation and inadequate. The second chapter is a theoretical basis to explain the meaning of certain concepts, and concept classification. On the basis of general theoretical basis for the thesis. The third chapter introduces the sample which surveys form and the basic conditions of human capital, from the data we can get a general understanding on the study. The forth chapter studys the impact of the human capital to the rural labor employment. By analyzing the human capital in education, training and health variables and the survey on location of the selected industries, using survey data to bulid Logistic binary model to study human capital variables, family environment and social environment variables and other variables on the rural counties of Yancheng choice of the labor migrant workers. The fifth chapter studys the impact of human capital to the rural migration income, uses the survey data and build Mincer labor earning model to study human capital variables, family environment and social environment variables and other variables to the impact of rural labor force's revenue who work outside the home counties of Yancheng, in the addition, make analysis and evaluation. The sixth chapter is about conclusions and policy recommendations, throught the obtained data and the model , we can get the pivotal factors which affect the city of Yancheng's rural labor employment select and income. It can help the government improve the ways to protect the interests of rural migrant workers and help them upgrade their human capital, and then increasing revenues.
