China has a special group and a specific vocabulary——Rural migrant workers. A large number of rural labors leave their hometown and come into the cities for working, which has become one of the most influencing economic phenomenons in China and has aroused the universal attention in the whole community.Earning higher level non-farm wages income is one of the main purposes which rural migrant workers come to the cities.From 1978 to now, rural migrant workers'wages income drives the rising of the farmers'total income, the proportion of wages income is increasing in the total income of the household, the importance is increasingly prominent.However, rural migrant workers'income is in a low level all the time and generally low. Of course, the reasons of leading to the above problem include the external objective factors such as urban-rural dualistic economic system, market lows and supply and demand structure etc. In fact, the subjective factor of the insufficient investments the weak stock of human capital as rural migrant workers'education, skills, health etc. is one of the main reasons of the above problem existence, fundamentally impeding the improvement of their own wages. Therefore, in this context, this research studies the human capital factors which lead to a sustained low level of rural migrant workers'wages income, to find the important factors of influencing rural migrant workers'wages income, and return rates of the important factors. This research qualitatively analyzes the mechanism of human capital on rural migrant workers' wages, on this basis, based on rural migrant workers in Shenyang city, summarizing the status of rural migrant workers'human capital and wages using descriptive statistical analysis method, at the same time, comparing situation differences between new generation and old generation, aiso initial judging and exploring the important human capital factors which influence rural migrant workers'wages.In addition, from the perspective of human capital, this research adopts the improved "Mincer" model regression to study the factors which influence rural migrant workers'wages, to comparatively analyze different decided factors and the impact extent of the factors between new generation and old generation.At the same time, to more detailed and in-depth research regression relationship between rural migrant workers'wages income and its effect factors, this research studys effect factors of rural migrant workers'wages income on the different income level by quantile regression method, thus more deeply understanding the true cause of rural migrant workers'wage income gap.The results of this research show that, owning technology or skills, accepting the vocational and technical train, education, gender and occupational types of rural migrant workers are important factors which influence rural migrant workers' wages income.The yield of education is 3.67%, the yield of owning technology or skills is 19.28% among them, showing that owning technology or skills has exceeded education and has become the most direct and main factor for increasing rural migrant workers' wages income. Technology or skill before migration and city work time are human capital factors which deciding wages income of new generation, but the role of technology or skill before migration and education level are more obvious for wages income of the first generation by comparing new generation and old generation. The role of education level in the first generation for improving rural migrant workers' wages income is greater than the one in the new generation. Among all the factors, owning technology or skills is the most important determining factor which influences rural migrant workers' wages income for both new generation and old generation. The results of quantile regression show that, on the whole, owning technology or skills is an important factor which affects low-income rural migrant workers' wages income, but the factors of affecting high-income rural migrant workers' wages income are various including education, owning technology or skills and accepting the vocational and technical train. Owning technology or skills is extremely important decision factors which influences rural migrant workers' wages income on every income level, education and the vocational and technical train are the direct reasons which causes the income gap of rural migrant workers.
