Human resources development strategy as a business strategy resources and support functions of business; it plays an important role to attract and retain talent and to enhance the core competitiveness of enterprises. In this paper, we analyze the shortcomings of human resources development strategy in The Qingyang Petrochemical Company, and consummate it in order to make it more operational. We analyze business environment, psychology of the staff, the original corporation culture, and show companies' difficulties of human resources development strategy. Then we make a way to constitute scientific strategy for the development of human resources, which is to optimize the structure of human resources, the staff for effective career planning and corporate culture transformation, especially, it's important for the career planning of staffs. It is useful to boost the enthusiasm of the staffs through establishing a scientific and effective performance evaluation mechanism on the staff performance. Execution is very important, it helps to make sure the system have a good implementation, this shows that the human resources development strategy hage a rigid side. On the other side, continued to push forward the building of enterprise culture, it shows the flexible side of the human resources development strategies, and it also make sure that the human resources development strategy could implement well.
