Along with the urbanization, urban management emerges and shoulders the duty of City Sanitation and Order Management. Street Vendor, an ancient profession, once made a great contribution to the city's development and prosperity, but now becomes the one which the city urges to drive away. The game between the members of urban management office and street vendors is just like the game "Catch Me If You Can" happening in modern cities.This paper takes the regular law enforcement of the team of city H's urban management as an example. Through qualitative research, this paper aims to find the logic of street vendor management and to return the way and process of urban management to the original condition. Due to the general phenomenon that the validity of urban management has been questioned by the public, this paper analyzes the embarrassing situations those urban management officers confront from the aspects of the urban management system's own limitation, the weak identity of those street vendors and the transparency of the urban management environment and so on. Nowadays China is in the transitional period, and it is inevitable that the profession of street vender will emerge owing to the recent living condition, the market space and the talent supply- and-demand situation. The vendor's negative externalities harm the city's public interest, and thus it becomes the object of urban management. To get some living space, the vendor's only choice is to continue playing the game "Catch Me If You Can" with the urban management officers and their weapon is resistance by the way of "pretending to be social vulnerable groups" and "first cry and then quarrel finally lie down". The counter measure of urban management officers is to take flexible management and construct the interior control system to reshape the image of their sector. The management pattern of "Guerilla enforcement" is the balance point of the two sides and helps to achieve the win-win effect-the urban management office can make progress in managing and the vendors can find way out.
